NOTICE: Public Consultation Open for New Call to Co-Finance Solar Power Plants, Batteries and Heat Pumps

The Environmental Protection and Energy Efficiency Fund (FZOEU) has opened a public consultation on the draft of an upcoming Public Call that will co-finance the installation of solar power plants, battery systems, and heat pumps for citizens. The consultation is open until May 7, and all interested parties can submit their comments and suggestions on the draft document.

This is an important step before the official announcement of the Public Call, the exact date of which has not yet been determined. After the consultation period ends, the Fund will analyze the received comments, after which the final call will be published.

Who Can Apply

The planned program is intended for citizens and family houses, with three co-financing measures planned:

  • M1 – Heat pumps
  • M2 – Solar power plants
  • M3 – Battery systems

It is important to note that battery systems will only be co-financed if they are applied for together with a solar power plant.

Amount of Co-Financing

According to the draft Public Call, the Fund plans to co-finance:

  • 50% of eligible costs for most citizens
  • 70% of costs for households at risk of energy poverty (subject to specific conditions and limitations)

Eligible Costs

Costs incurred during 2026 are considered eligible, with several important rules:

  • Costs for installing the solar power plant and battery system must occur after the publication of the Public Call
  • Advance payments may be made earlier, but only from January 1, 2026
  • The remaining balance must be paid after the call is published
  • Costs related to HEP ODS may be incurred starting January 1, 2026

Solar power plants and battery systems that are fully paid before the publication of the call will not be eligible for co-financing, even if the costs were incurred in 2026.

Experts therefore warn citizens who have already started building a solar power plant not to pay the full amount for the works before the call is published, in order to avoid losing the right to co-financing.

Additional Documentation

Additional documentation will be required when applying for certain measures:

  • Heat pumps: a valid energy certificate and a building energy audit report are mandatory.
  • Households at risk of energy poverty: must submit additional documents, including a certificate of residence and a Tax Administration income certificate for all household members for the year 2025.

Project Implementation Deadline

The period for project implementation and eligibility of costs runs:

  • From January 1, 2026
  • Until June 30, 2028

Requests for payment from the Fund can be submitted no later than June 30, 2028.
