The Call is intended to co-finance the installation of systems for heating, cooling, and domestic hot water preparation using heat pumps, as well as the installation of photovoltaic power plants for self-consumption and associated battery energy storage systems.
Who can apply?
Only individuals – citizens, i.e. owners or co-owners of a single-family home – may apply to the Public Call, provided that they have had their permanent residence registered at the address and location of the relevant house for at least 30 days prior to the date of application submission.
A total of EUR 38,000,000.00 in Fund resources has been allocated for the implementation of the Call.
Eligible Costs
Eligible and justified costs are exclusively the costs of:
- the installation of renewable energy source (RES) systems and battery storage systems incurred from the date of publication of the Call (22 July 2026);
- advance payments for the installation of RES systems and battery storage systems, incurred and paid no earlier than 1 January 2026;
- equipping the HEP ODS electricity metering point, with costs incurred and paid no earlier than 1 January 2026.
RES systems and battery storage systems that were fully paid for before the publication of the Call are not eligible for co-financing.
Submission of Applications
The submission of applications will begin on 2 September 2026 at 9:00 a.m. Applications must be submitted exclusively electronically, by entering the required information and uploading the necessary documentation into the eFZOEU information system, which can be accessed via the following link: fondovi.gov.hr.
Applicants must submit their applications independently. However, an authorised representative may also submit an application on their behalf, provided that they have a special power of attorney certified by a notary public.
We recommend that interested citizens start preparing their documentation as soon as possible. Only 42 days will elapse between the publication of the Call and the start of application submissions, which may be a short period for those who are only beginning the entire process and need to collect the required documentation.
A particular challenge may be obtaining documentation related to grid connection (which must be requested from HEP) and engaging a designer to prepare the necessary designs and obtain the required approvals. According to announcements, an additional call for citizens who installed photovoltaic power plants during 2026 is also expected in October 2026. Therefore, if you have already installed and paid for a photovoltaic power plant, or are only planning to invest in renewable energy sources, please contact us in good time so that we can check the available co-financing opportunities and help you initiate the entire process.
Higher Co-Financing Rate for Households at Risk of Energy Poverty
A special opportunity under the Call is intended for households at risk of energy poverty. The co-financing rate is determined according to the household’s average monthly equivalised income, calculated based on the income and receipts of all household members earned during 2025, in accordance with the OECD equivalence scale.
Households whose average monthly equivalised income is up to EUR 1,341.42 per month may receive co-financing of up to 70% of eligible costs, while other citizens may receive co-financing of up to 50% of eligible costs.
Maximum eligible cost amounts have also been set for individual measures. For the installation of a heat pump (M1), eligible costs are capped at EUR 12,500; for a photovoltaic power plant (M2), at EUR 12,000, or EUR 600 per kW; while for a battery energy storage system (M3), eligible costs are capped at EUR 11,200, or EUR 350 per kWh. A battery storage system may be co-financed only when a photovoltaic power plant is applied for at the same time.
To qualify for the higher co-financing rate of up to 70%, the measures must be implemented on the only residential property owned or co-owned by members of the household. A household’s status as being at risk of energy poverty is demonstrated by a certificate issued by the Tax Administration confirming the amount of income and receipts earned during 2025.
