Estonian Delegation Visited Zagreb and Gospić as Part of a Knowledge Exchange on Energy Renovation and Green Policies

Zagreb/Gospić, 10 June 2025 – An Estonian delegation, composed of representatives from the cities of Võru, Tartu and Rakvere, the Ministry of Climate, the energy agency TREA, and the NGO EKYL, visited Croatia as part of an exchange of experiences in the field of green transition, energy renovation, and sustainable urban development.

Zagreb – Presentations of green policies and the SOLIZAG project

The visit began in Zagreb, where the guests attended presentations at the Zagreb Energy Centre (ZEC). Filip Ćurko from the City of Zagreb presented the city’s green policies, with a focus on energy efficiency and the use of renewable energy sources. He also introduced the SOLIZAG project, which aims to equip public buildings in Zagreb with solar panels, further strengthening the city’s commitment to climate neutrality.

The cooperation between the crossRenoHome project (a LIFE project led by DOOR) and the newly established ZEC office was also presented, focusing on supporting citizens in the process of energy renovation of their homes.

Gospić – A good practice example in multi-apartment building renovation

In the afternoon, the delegation continued their visit to Gospić, where they toured the Lički Osik neighborhood, a pilot area within the national program for the 100% renovation of multi-apartment buildings. The visit was organized in cooperation with the municipal company Komunalac Gospić d.o.o., which implements energy renovation projects for the most vulnerable population groups.

In Gospić, a presentation of the ReHABITA project was also held, implemented by the DOOR association and the City of Gospić. The presentation was given by Anamari Majdandžić. The ReHABITA project focuses on socially just energy transition and involving citizens in decision-making processes regarding energy renovation.

Cooperation and knowledge exchange

This study visit is part of a broader cooperation between Croatian and Estonian institutions aimed at strengthening capacities in the field of green transition and energy renovation. Special emphasis was placed on incorporating the social component into renovation planning, which the Estonian partners recognized as a valuable example of good practice. The visit by the Estonian delegation highlights the importance of international cooperation in achieving climate neutrality goals and confirms that Croatia and its cities are increasingly active participants in the European energy transition.
